One (good) way to begin with the application is to work on one output at the time and to figure out what kind of logic functions it can be activated when needed. A block diagram can help in this phase. Most important is, however, that you find the way that is best suited for you to understand and solve the problem. Different stanrards and models are invented by people, who have happened to find just these practices suitable for them.
